A warning order is meant to get subordinates moving quickly by giving them the essential context to begin planning. The three elements included are Situation, Mission, and General Instructions.

The Situation provides the context—the enemy, terrain, weather, and any other factors that will shape planning and course of action. The Mission states clearly what needs to be accomplished and why, giving the purpose behind the task. The General Instructions offer the initial guidance on how to start the operation—timelines, priorities, coordination requirements, and any immediate constraints—so units can begin prep right away even before a full order is issued.

Other formats shift emphasis to areas that are typically refined later in the planning process. Administrative and logistical details, or detailed execution concepts, aren’t the core trio of a warning order; they’re usually fleshed out more fully in the subsequent orders. Similarly, a standalone reference to Command is not the standard trio for WARNORD; General Instructions cover the initial directives needed to begin action.
